What does: ';For your protection your account has been frozen for up to 48 hours'; mean?

This happens most of the time now when I hit %26lt;send%26gt; on Yahoo out-going emails. The statement comes from ''Microsoft Internet Explorer.'' Basically, I cant send Yahoo emails anymore. Does anyone recognize this circumstance? How can I correct it? Everything else seems to be working fine on my computer. Gmail works fine.
